Ildar Khalil drew attention that the schemes and deals of the Turkish state in the current stage, saying” Turkish state seeks to hold new deals with Damascus Government, particularly Ghouta, Idlib and Damascus in seeking to impose some conditions on Damascus Government.
Several meetings are being held between the officials of the Syrian and Turkish intelligence, in which the Turkish state seeks to establish relationships with Damascus Government to hurdle any solution or dialogue inside Syria.
Adding” the meetings with National Council has not resumed yet, and National Council must give up the hostile approach for the resumption the negotiations.
On the counter propaganda of the Kurdish National Council against the Autonomous Administration and the attempt to organize the peoples of the region to return to the occupied territories, Khalil said: “They receive their orders directly from Turkish intelligence, they are operating in Rojava as part of MIT.”
ANHA held an interview with member of Chairmanship Committee of the Democratic Union Party, PYD, Ildar Khalil, who talked about bilateral meetings between Syrian and Turkish state intelligence, assassinations’ crimes and the National Council movements and others issues.
Now, meetings are being held between the Turkish and Syrian intelligence, in your opinion, do you have any information about these meetings, and what are the common denominators that push the two sides to hold negotiations?
With the onset of the people’s spring, particularly in 2010, directly that Turkish state announced that the Damascus Government lost its legitimacy, is not allowed to stay in the power, not to communicate with it, many statements had been released against Damascus Government, therefore, Turkish state exploited what the so-called of the Syrian revolution for its benefit by gathering the Syrian opponents in Turkey for overthrowing Damascus Government, in which contributed to deteriorate the situation in Syria by occupying many areas, in the reality, Turkish state had changed the purpose of the Syrian revolution, Now, they seek to hold new relationships with Damascus, what is reason? Turkish state did not expect to steadfast the Syrian regime in the power for long time, Turkey’s goal was for its affiliated forces to seize power, led by forces such as the Muslim Brotherhood and some mercenary gangs, they did not expect that the development the Democratic project inside Syria, and that the representatives of this project, despite all obstacles and hurdles, be able to establish a democratic system and turn into a role model for Syria and the Middle East.
Turkish state felt in hazard in developing of the democratic system in north and east Syria, in particular in Syria that became a model for world, in which the security and stability are guaranteed, on the one hand its armed factions had frustrated, on the other hand Geneva talks did not reach any result and did not succeed in drafting new constitution, and whenever the Turkish state escalated its attacks against the democratic system in north and east Syria, this system was developing and progressing. Therefore, they have now resorted to the third option, which is restoring relations with the Damascus Government.
Purpose of resuming the relationships again: Reduction of the dialogue
By developing these relationships, they want to limit the evolution and progress of the democratic project. Turkish state says to the Damascus Government, “Yes, we have problems, but we also have a common danger is related of the AANES, women’s freedom and the democratic nation project.” The Turkish state has reached a level where pressure is being put on the Damascus Government not to negotiate with AANES. When the Damascus Government wants to take specific action on its internal problems or accept a solution, as you can see, Hakan Fidan had been sent by Erdogan to Damascus, He says to Damascus, “Do whatever you like, but don’t agree with them.” If you agree with them, I will repeat what I did in 2011. Why are they making these threats in this period?
In 2018, during the Afrin case, an agreement was reached between Russia and Turkey in which the Turkish state promised to protect Damascus, Aleppo and the Damascus Government. At the expense of Afrin, they allied with the Damascus Government, they are now seeking the continuation and development of that alliance, which began essentially in 2017 and was unravelled in 2018.
After occupying Afrin canton, they were expecting of collapsing the democratic system, but the experience was new, as Afrin city has an important place in NE, Syria, they reached that the regime did not affected, so they launched brutal attacks on Tal Abyed and Ras al-Ain, once again the regime did not effected, so they have no choice, these occupying attacks also put them in trouble, and they face many difficulties. The resistance against its escalates. The economic, political and social crises in Turkey are worsening, their alliance with the Governments of Damascus and Russia is also in jeopardy. So now it wants to make a deal with the Damascus Government through intelligence, various contacts and other papers.
* Are there meetings between you and the Kurdish National Council?
Our meetings have been suspended since the 10th month of last year. We have not held meetings since that time. Some meetings were held by us and the National Council with guarantor parties, both Syrian Democratic Forces and America, they were also asking “what’s going to happen,” but there were no direct meetings between us and the National Council.
* If the talks are held, on what basis will they take place and what are the main points? Above all, the National Council must emerge from the hostile approach. If he went and allied with the enemy, how could we agree? Either we go to the enemy’s side or it has to give up the enemy. It has a committee that meets with international parties against AANES, it has some parties that promote counter – propaganda among the people, and it has some offices that have all been opened, but they create discord and serve enemies. It does not recognize the AANES system and demands that it be given half of the administration. How can you claim half when you don’t even admit it? The National Council must therefore reconsider its status, in short, move out of the hostile approach. Then we can discuss the rest of the details.
* Important meetings take place outside the country. There is also a movement of intensive meetings and talks by America, Russia, Turkey, the Syrian Democratic Council and the Damascus Government. So what’s the impact of all these meetings on the region?
Ten years have passed since the Syrian crisis, and it remains unresolved. Looks like it’ll last longer. But every country that has entered this file wants to protect its interests and direct the results to its advantage. Some want to reintroduce Geneva and engage in direct dialogue. Everyone wants to strengthen their influence on earth before any conversations, what concerns us is how to defend our revolution, what responsibilities we have, how to strengthen our organization and how to defend ourselves from attacks. What matters is what the Syrian people say about their destiny. Diplomatic work on our regions is continuing, and this is part of this revolution, various activities are carried out with Russia, the United States, Europe and some Arab States, which is normal.
